here's what i've found on Southwestern Law Enforcement. a quick internet search showed they've hosted at least one conference with city police departments advocating the use of private contractors in conjunction with city pds for community policing. i couldn't find any financial info or anything "weird" though. i included Southwestern Security Services because they are hq'd in Brownsville and thought, given the owner's Republican leanings, he might be of interest in light of the border wall (more specifically whose land it does and does NOT [read Ray Hunt - who now has foreign intelligence level clearance] run through).

The Southwest Criminal Justice Training Academy, formerly known as Southwest Law Enforcement Academy was established in 1972 to furnish the highest achievable level of professional law enforcement service to the participating jurisdictions through the development operation of Basic Recruit training, continuing In-Service programs, and numerous specialized training programs. Four counties and the towns within originally established the Academy. These local governments entered into a compact establishing a charter for the Academy. To complete the Academy's role as a training agency, it received recognition by the Criminal Justice Officers Training and Standards Commission, which is now called the Department of Criminal Justice Services.
